  • Is the view in the tax agent portal the same as the view our clients see when they log in so we can advise them how to complete the form?

View, prepare, revise and lodgment requirements are the same in all ATO online screens for activity statements. This means business and individual users are seeing exactly the same format as agents.

  • So with the GST information no longer required we don’t include Export or GST Free Sales in our total sales figures?

What is reported at G1 Total Sales does not change with Simpler BAS. Clients will continue to report at G1 the total of their sales including - Sales with GST, Export, GST free sales and input taxed sales. There is however no longer a requirement for additional GST bookkeeping codes for the different GST 0% sale transactions. Small business will now have the option to code export, GST free and input taxed sales all under a single No GST 0% tax code, as opposed to separate detailed coding.

  • Is there another BAS for larger businesses with turnover of more than $10M showing more labels such as G4- input taxed sales, etc?

Businesses with a GST turnover in excess of $10m will remain on GST full reporting and will continue to report the following GST information – G1, G2, G3, G10, G11, 1A & 1B. The BAS forms for these businesses will remain the same. Business with a GST turnover in excess of $10m will also continue to use their existing detailed GST tax codes, including input taxed sales where applicable.

  • If an entity does want to change the method of paying GST (ie from a nominated instalment to the actual GST calculation) how does this now work?

You can opt-out of GST instalments to Simpler BAS by notifying the ATO of that change.

To request a change your clients GST turnover and reporting method you will need to contact us on 13 72 86 (FKC 113) or via the portal mail in the tax agent portal.

The same time limits apply (to determine the date of effect for that change).

  • With the option of GST reporting being roll over from previous year, is there an option to choose if client decided to change the method in a new financial year?

To change the GST reporting method to or from instalments, you will need to contact us on 13 72 86 (FKC 113) or via the portal mail.

  • Does Simpler BAS start for all BAS lodgments from 1 July 2017 or is it for BAS forms for the period from 1 July 2017?

Digital BAS for periods post 1 July 2017 will be tailored for small business with less GST information required.

2016-17 and prior year BAS will still present the additional GST information but you will have the option of leaving G2, G3, G10 & G11 blank when lodging.

  • Could you please show where the saved, not lodged yet activity statement is listed on a portal?

If an activity statement has been saved, an informative window will appear to advise that a saved form exists after it is selected from the list.  Anyone in the practice who accesses the form on the same Registered Agent Number (RAN) can use the saved information and complete the lodgment.

  • The PAYG threshold has changed and some clients have now gone to monthly IAS that weren't before. Did we get a list sent out of the clients that have changed reporting frequency? If not can we please, or is there a report we can draw down instead of checking each client?

(PAYGW) – The thresholds haven’t changed but each year employers who exceed the relevant threshold are upgraded to a more frequent cycle. Those employers on a quarterly cycle who exceeded $25,000 in annual withholding in the 2015-16 year were advised by letter sent to the business address in April 2017, that they would move to monthly from 1 July. Agents for those employers and others who were to be upgraded to large, were sent a list of the clients who were to be upgraded by an email l sent on 31 March.

  • Often many tax agents print off a blank activity statement and send that to the client to complete the details prior to lodgment on the tax agent portal.

You can print off an activity statement pre-lodgment by using the print button on screen. The form will print with zeros so the client will need to write the reporting amount next to the zero.

  • PAYGI revision - Why can't we amend instalment amounts after lodgment date?

PAYGI revisions can now be lodged in the portals up until the end of the second month of the following quarter. They can't be revised after the start of the last month as we begin generating the next instalment notice.

  • The majority of Instalment Notices are for individuals and currently provided in paper format. When will tax agents be able to receive these by ELS or PLS along with BAS's so that we can handle these electronically and not in paper form?

We are aware of the issue and are working on removing these where an electronic preference exists.

  • Client access to BAS (BP & ATO) – how can the agent transfer the subsequent BAS to be available to the client again?

If the client lodges electronically, updating the email address on the account to the client’s will direct notifications that activity statements are ready to lodge to the client. To change the activity statement delivery preference back to paper currently requires the agent to call the ATO.  Providing this ability online is something we are looking to deliver as part of our improving digital services project.

  • If the tax agent lodges a BAS on the client’s behalf on the agent’s AUSkey, will the subsequent periodic BAS default to being on the agent’s lodgement list if it was previously not on the agent’s lodgement list?

Yes that's correct.  If the client has an activity statement delivery preference set to paper and the tax agent lodges the activity statement via the portal/ECI or ELS, the client's delivery preference will update to the new channel.

Note that a revision to a BAS will not update the channel preference.

  • Isn’t the Simpler BAS just the same as option 2 on the BAS?

No, the old option 2 Streamlined reporting method required the lodgment of an Annual GST Information Report at the end of the financial year to provide a breakdown of G2, G3, G10 & G11. This meant that detailed GST tax coding in accounting software was still required to support the Annual GST Information Report (Form Q). Simpler BAS has replaced streamlined reporting and the requirement to lodge an Annual GST Information Report has been removed.

  • Labels G10 & G11 – do you have the option to complete the details at G10 & G11?

No, if the entity’s GST turnover is <$10m then there is no option to provide figures at G10 & G11 when lodging via digital channels. This does not however prevent a business from continuing to split their purchases into capital/non-capital should they wish to do so for their own bookkeeping practices.

  • Can you please explain the issues with label T9 for PAYG variations again? We tried varying a client’s June PAYG instalment to nil, but a small amount was calculated at T9. If I heard correctly the T9 amount is "recalculated" when we hit submit. Is that correct?

Yes that is correct. The amount we calculate at T9 is based on your estimated tax for the year (T8). Upon hitting submit, additional system validation may change our estimate.  This value is presented on screen with an information message to review and resubmit.  If you believe this new figure is not correct please contact us.

  • Should we need to make any revisions to the previous lodged BAS, is the new system handles it as before, since there is no G11 on the form?

If you are revising historic forms where G11 was available the label will be able to be revised. This label is however no longer mandatory for simpler BAS clients.

  • What use is the amount at G1 to the ATO seeing all the other nearby labels have been removed?

In consultation with small business, it was determined businesses naturally track their total sales as part of their normal bookkeeping practices and that reporting G1 Total Sales would not create an additional compliance burden. G1 total sales also enables the ATO to determine clients' GST turnover to target various communications and engagement activities associated with the small business $10m concessionary threshold.

  • A BAS/tax agent has an extended period to lodge a BAS/IAS yet the form historically did not indicate this eg 28July Vs 26 August. Will the new system show the correct date for lodgement?

The extended date for lodgment currently can’t be displayed until the form has been lodged electronically.  Your suggestion is a good one and is something that we are looking to deliver as part of the Improving digital services project.

  • You mentioned that the GST reporting method choice option is being removed and that it will default to the method used last year as majority of people don’t change the method. How do we change the method if circumstances have changed?

GST reporting method is determined by GST turnover and will now be automatically rolled over by the ATO at the end of each year.

To request a change your clients’ GST turnover and reporting method you will need to contact us on 13 72 86 (FKC 113) or via the portal mail in the tax agent portal.

  • Where are the payment details on the BAS now? Also the receipt number and the GST accounting method don't show up.

BPay details and receipt number has been restored for lodged form display and print. GST accounting method will display when GST is present on the form.

  • With viewing a BAS, now you have to click into each area to reveal the information. This seems more time consuming!

The ‘Print button’ provides an on screen display of the whole activity statement with all role labels displayed in a separate browser window. While the form ‘Prepare screen’ shows each area, it was designed to highlight the areas with mandatory revenue labels needed to lodge the form.

  • Given that the requirement to elect GST Method has been removed, how do you change the GST reporting method if you need to?

GST reporting method is determined by GST turnover and will now be automatically rolled over by the ATO at the end of each year.

To request a change your clients’ GST turnover and reporting method, you will need to contact us on 13 72 86 (FKC 113) or via the portal mail in the tax agent portal.

  • There are a number of form display elements that seem to be missing. Are you going to put the lodged date back on a lodged activity statement?

The lodgment date is displayed on screen for reference on the history page.

The receipt number also provides proof of lodgment and has now been included on the print-friendly format for a lodged form.

  • Can the ‘form type’ of an activity statement be displayed for assisting to determine when a concessional date will apply?

The title displayed on screen and the form period can be used to determine if it is eligible for deferral concessions.

This can be determined by looking at the title of the form. If the title of the form contains 'activity statement' and it is a quarterly form, concessions will be applied (unless they are SAP clients or head companies of consolidated groups).

  • What communication was provided regarding who was moving over to the Simpler BAS system in June? What happened to BAS agents being told this?

The ATO issued email correspondence to all registered BAS and tax agents (with a valid email address attached to their integrated client account) on 2 June 2017 advising of your clients’ updated GST reporting methods from 1 July 2017. A breakdown of your clients’ reporting methods was also attached as a PDF or CSV file.

To request the re-issue of this Simpler BAS correspondence you will need to contact us on 13 72 86 (FKC 113) or via portal mail in the tax agent portal.
